I've always answered issues that, firstly and most importantly, ban private property.
After that, I answer issues so as to improve all state-run services, such as healthcare, education, welfare, etc., etc.
I answer issues that restrict the ability of businesses to operate, because even though I've banned private property, those issues still pop up.
I answer issues so as to protect the environment.
I answer issues so as to promote free speech, and free thinking, although I do tax religious things.
I can't think of much more than that.

I just got the "Minorities Demand Representation in TV Soaps" issue.
Which of the three options will improve my economy and still give me a Left-Wing Utopia UN classification?
Options follow:
1. "Every night my family and I sit down to watch 'The Brash and the Backstabbing'," says Jack Wall. "But where are the Liliputians like myself? Where are the Bigtopians? The Marche Noirians? People from those cultures can be just as brash and backstabbing, but we never see them on the screen. The government must act to remove this silent apartheid from our TV screens."
2. "Those Liliputians don't know how good they have it," says Jazz Winters, spokesperson for the Tasmanians Against Ethnic Stereotyping. "Tasmanians are on television all the time, but always in crude, stereotypical roles. The answer is not to enforce ethnic quotas, but to award government prizes for the positive portrayal of minorities. That'll work better, and be cheaper, too."
3. "The government should do what now?" says TV studio executive Charles Licorish. "You've got to be kidding. We make soaps here, not documentaries. I should be able to put whichever characters I want into my shows. Quotas! Government prizes! God save me! Hasn't the government got anything better to do? Why don't they just back off and let society work out these things on its own?"

If you don't like any of the choices, you can always dismiss an issue. That leaves you just as you were before it came up.
Another point to watch for is the "so we'll have to raise taxes" (or equivalent) that creeps into a lot of options. If you want a strong economy you need to avoid passing too many of these.

I've never had any problems with raising taxes, not if it improves government services.

If you are interested in seeing a succesful 100% tax rate socialist-based guided economy look no further than yours truly. When I was in TPC the only nation whose economy was more powerful than mine was the pure capitalizt market whore _c. As for the issues. Answer them to how you think they should be answered, and perhaps the state of your nation will teach you about the consequences of certain patterns of thought or ideas.
Thats my take.
