Diplomatic Wing opens in the RLA
Comrades of the Coalition --
The Red Liberty Alliance, the largest defender alliance for the leftist community took yet another great step forward in the struggle for a safer and united leftist world.
On the 25th of September 2004 The Red Liberty Alliance officially opened a new Diplomatic Wing.
Diplomatic Wing was created in another of the continuous efforts to unite the leftist world and facilitate communications between the numerous diverse regions. The creation of the wing has been a hot topic since the beginning of August and is now finally open and can be seen by the public on the RLA forums. Many thanks goes out to all of the ones having contributed to the creation of the wing, as this is yet another proof of the more than excellent cooperation and comradeship reigning between our great regions!
Member regions have already begun electing their representatives to the wing, and our brother region, the Allied States of EuroIslanders as well as the Anticapiatlist Alliance, have already sent their diplomats to the wing. The Proletariat Coalition itself is now in the process of electing our diplomats that are to be sent this following week-end.

Section One. Purpose and Makeup of the RLA Diplomatic Wing.
Article 1.1. The Diplomatic Wing (hereafter referred to as "Wing") of the Red Liberty Alliance will exist for two purposes: (1) to facilitate discussion regarding diplomatic issues facing the world today and (2) to train others to speak about diplomacy and to explain diplomacy to other groups. Let it be known that making treaties is not a purpose of the Wing.
Article 1.2. The Wing will comprise RLA and non-RLA regions. If a non-RLA region wishes to join the Wing, it may put forth an application to the Assembly of Diplomacy [see Article 2.3./(2)]. If the Assembly of Diplomacy approves of the application, said region will be granted all the rights and restrictions of the existing members of the Wing and will officially become a member-region.
Section Two. Representation in the Wing.
Article 2.1. Each member-region, as outlined in Article 1.2., will elect no more and no fewer than two (2) diplomats to represent it in the Wing and to vote in the Wing's Assembly of Diplomacy. Although nondiplomats may participate in discussion and resolution-drafting, only the appointed representatives may vote in the Assembly of Diplomacy. In the Assembly, simple majority will prevail.
Article 2.2. Resolutions will make a statement or decision about issues facing the world; for example, a proclamation outlawing the invader government of The North Pacific is a prime example of a resolution. In fact, many of these resolutions should invoke action on the part of the individual region.
Article 2.3. Voting in the Wing will be performed by the aforementioned representatives either in the Council of Regions or in the Assembly of Diplomacy ("Assembly"):
(1) If the matter at hand calls for military action and requires consultation with diplomats--for instance, going to war--the Diplomatic Wing will vote in the Council of Regions as outlined in Article 2.4.
(2) If the issue requires anything short of action--for example, referenda, alliances, resolutions, and negotiations--voting will take place in the Assembly as outlined in Article 2.1.
Article 2.4. For the Council of Regions, the Diplomatic Wing will elect four representatives (from the entire Wing) to vote.
Article 2.5. If a diplomat votes against its region's will, that region has the right to remove the diplomat from the Wing as per regional policy.
Section Three. Content of the Wing.
Article 3.1. As per the rules of the Invision Power Board program, the Wing shall have three forums: Leftist Discussion, Specialist Materials, and Assembly of Diplomacy.
Article 3.2. In Leftist Discussion diplomats and other interested parties will discuss diplomatic and cultural issues in the NS world.
Article 3.3. The Specialist Materials board will contain documents that will train selected diplomats to educate the rest of the RLA on diplomatic matters.
Article 3.4. In Assembly of Diplomacy the diplomats will vote on resolutions conceived in Leftist Discussion.
